Detention Education & Credit System
Leadership Briefing and Implementation Request
To establish a modern, digital-first educational credit system within the Detention Services Division that empowers incarcerated individuals through structured education and behavioral programming, reduces operational costs through credit-based sentence reduction, and positions LVMPD as a leader in correctional innovation.
Deliver a comprehensive digital platform that enables efficient management of educational programming, streamlines credit tracking and approval workflows, and provides transparent reporting to command leadership—all while reducing administrative burden on Programs staff and improving outcomes for program participants.
- Digitize the existing paper-based packet and workbook credit workflow
- Establish real-time tracking of class enrollments, workbook progress, and credit issuance
- Provide command-level dashboards for population impact and cost savings visibility
- Enable scalable expansion of the credit program to additional housing modules and towers
- Reduce manual administrative overhead for Programs staff
- Cost Reduction:Projected $75,000+ monthly savings through credit-based population reduction
- Efficiency Gains:50% reduction in manual tracking and paperwork for Programs staff
- Participation:Increase in educational program enrollment and completion rates
- Transparency:Real-time visibility into credit activity for command leadership
The current credit tracking system relies on paper-based packets, manual spreadsheets, and disconnected processes. This creates significant challenges:
- •No centralized view of inmate progress across classes and workbooks
- •Manual tracking prone to errors and delays in credit issuance
- •Limited visibility for command on program effectiveness and cost impact
- •Staff time consumed by administrative tasks rather than programming
- •No scalable foundation for expanding the credit program
The Detention Education & Credit System (DECS) is a purpose-built digital platform designed specifically for DSD Programs operations:
- •Digital Packet Workflow: Inmates complete workbooks electronically; staff review and approve through streamlined queues
- •Class Management: Schedule classes, manage 22-seat enrollment caps, track waitlists, and record attendance
- •Workbook Series: 21 structured series with 4 workbooks each, progression rules, and credit tracking
- •Eligibility Controls: Tower and module-level permissions, individual eligibility management
- •Command Dashboards: Real-time metrics, population impact, cost savings projections
- •Export Integration: Credit records formatted for JMS import
